The Christian Social Services Commission (CSSC) is the largest ecumenical body in Tanzania, established in 1992 by the Tanzania Episcopal Conference (TEC) and the Christian Council of Tanzania (CCT). It coordinates and facilitates social services, primarily in the health and education sectors, that are provided by member churches. The CSSC was created to improve the quality of social services after the Tanzanian government reduced its support for social sectors in the 1980s. It was registered in 1993 as a non-profit, faith-based organization.

The Monitoring and Evaluation (M&E) Officer ensures high-quality data management—accurate collection, validation, analysis, and reporting—to track project performance and ensure accountability to internal and external stakeholders. Guided by the M&E Manager, the Officer will design and refine monitoring tools, methods, and processes; support the development and rollout of M&E frameworks and reporting formats for Sub-Recipients (SSRs); and generate analytical reports that inform decision-making, highlight achievements, and identify areas for improvement. The role ensures project progress and results are evidence-based, measurable, and aligned with donor requirements and organisational objectives.

Main Roles and Responsibilities
  • Develop, implement, and coordinate an effective Global Fund M&E system that meets all program monitoring and reporting needs.
  • Design and refine performance indicators that are objective, practical, specific, and cost-effective; lead implementation to measure results and impact.
  • Continuously review and adapt monitoring tools to align with program and national requirements.
  • Develop and maintain a comprehensive, project-specific database for effective data management.
  • Compile and consolidate monthly, quarterly, semi-annual, and annual reports from SSRs for internal use and external submission.
  • Conduct regular supervisory visits to SSRs to monitor quality and ensure adherence to national SOPs, policies, and guidelines.
  • Review SSR quarterly reports through desk reviews and on-site data verification (cross-checking HTS registers, summary forms, KVP/TB/service forms, etc.) and provide feedback via summary reports.
  • Ensure accurate, timely entry of quarterly data into DHIS2, ETL, and the Indicator Results Table (IRT), ensuring consistency with reports.
  • Analyse data in national systems and the IRT database to support evidence-based decisions and program improvement by the GF-PMU.
  • Conduct routine data quality assessments (RDQAs) for all SSRs and implementing partners to verify PUDR data.
  • Assess M&E capacity gaps of SSRs/partners and develop tailored capacity-building interventions.
  • Orient and train SSR M&E staff on the IRT database, including data entry, cleaning, and analysis (e.g., pivot tables).
  • Coordinate and support documentation of best practices, lessons learned, and success stories.
  • Perform other duties as assigned to support program objectives.
Qualifications & Experience
    • Education: Bachelor’s degree in Statistics, Monitoring & Evaluation (required); MSc in Information Sciences or Public Health (desirable).
    • Experience: Minimum 5 years managing data collection, analysis, and reporting; designing and implementing MEAL systems in international development or humanitarian projects.
    • Technical: Proven track record in data tracking and evaluation; ability to support staff/partners on M&E methodology and communicate complex information to varied audiences.
    • Research & Writing: Strong qualitative and quantitative analysis, documentation, and report writing; competency in participatory research methods.
Core Competencies & Skills
  • Proficiency with statistical software, MS Office suite, and data visualisation tools.
  • Strong planning, coordination, and reporting skills.
  • Excellent communication and interpersonal skills in English; experience in multicultural, multi-location, values-driven teams.
